On Monday November 17, 1941, Prime Minister Hideki Tojo makes a speech on policy towards the US at an extraordinary session of the Imperial Diet and expresses a hard-line stance towards the US.

On November 11th, 1941 at an extraordinary session of the Imperial Diet, Prime Minister Tojo gave an address on policies towards America.

Document 1 is the full Japanese text of the address (from the right side of image 19 through image 22). In this address Tojo explains that, while Japan “endures what is difficult to endure, and withstands what is difficult to withstand” in hopes of a resolution through diplomatic channels, that goal has not been achieved, and that Japan is now literally reaching the point of a “grave situation where the Empire’s plan for the next hundred years must be decided”. The Asahi Shimbun (the evening edition of November 18th of the same year) reported Tojo’s address in this way: “(the United States) not approving of our plan, the Empire has reached a grave decision” and “Decisions made regarding the United States.”

Document 3 consists of the collected reports of reactions by Germany, Italy, the United States, China and Dutch-Indochina to Tojo’s address and the address given by Foreign Minister Togo on the same day.
